Child support took part of stimulus check

My husband pays child support. Money is garnished from his check biweekly. As far as we knew, he was current on his payment but then we got notice that they took $823.00 of our stimulus check. We have five children and I am currently unemployed. Aren't I entitled to a portion of that check...meaning, can they take that much??? We're having a difficult time trying to get hold of child supp to dispute this. What rights do we have please?
