child support not payed to TANF by probation

I am a TANF recipient my case started after child support was filed for.payment stared coming to me and not welfare. welfare says its owed to them, probations says its not. that the payments are meant to come to me for my daughter otherwise I wouldnt get it.i have no idea i thought welfare was supposed to get it and give a disbursment afterwards.i spoke to a supervisor to make sure and he said that it was suppossed to go to me for her.how do i know who is right in this situation. i want to do the right thing and not get in trouble.
