Legal Question in Family Law in New Jersey

I live in Camden County NJ for my whole life. I recieved a notice in my mail box for a hearing in a Gloucester County NJ, Family Court. I was informed recently that an action was brought by the welfare board of Gloucester County in behalf of the Plaintiff who lives in Camden County, NJ. Whats wrong with this picture. Can they do this in a different county.
