What are the chances for a minor that entered the US with a mulitple entry B1 visa to obtain a student visa if the minor is already enrolled and attending school?

In my opinion, not very good chances to obtain a change if status from B2 to a Student. I understand that the minor has already overstayed the period of admission authorized on his B2 visa (usually, 6 months or less) and also violated his status by enrolling into a public school.
