Permission to use other's photo

I am thinking of starting an internet business where people send in photos of their friends/coworkers to be reproduced on products and sold back to them. Can I do this without the permission of the photographed friend?

You can, but they can't. I would HIGHLY recommend that you get a "model release". I can assist if you wish to proceed with that.
