Harrassment from Landlord

Landlord has not cashed my rental checks for the past 3 months including September's. The apartment is under rent control. He says that he won't cash the checks unless it comes from my checking account. Says he will seek eviction. So far nothing has happened, but he continues not to cash the rental checks. This month was sent certified mail for which it was signed for but not cashed. Can I sue him for harrassment and/or open a civil action against him to deposit my future rental checks in Court?
