Legal Question in Landlord & Tenant Law in New Jersey

I live in a 2 family house and my landlord lives in the attic apartment, so there are 3 families in this house. There are only 2 meters in the basement and my gas and electric bills are high. Is there any way that I can get someone to check and see if the landlord is connected to my lines? Only my neighbor and I receive bills and the landlord doesn't!

You could probably hire an elctrician or an HVAC specialist to look at the set-up in the house.

If you believe that you are being charged for your landlord's electric/water use (I'm assuming that this was not a condition wihtin the lease), you most likely have grounds for filing a complaint.
