Paying utility charges for the condo bldg

My condo was converted from one of the property manager's office dwellings. Utilities for the dwelling ran off of the building's circuit breakers. I was ordered by the condo assoc. to have new gas and electric lines and meter boxes installed for my condo which I've just had completed. My electrician told me that one of the building's previously established electric lines (hallway lights outside my door) runs off of a line going to my meter and I would probably get charged for the electricity they use to run those lights. The condo assoc said that it isn't their responsibility and that I'd need to have that work done myself. The electrician said the job would be expensive but that it's their responsibility. Who's responsible?
