Is Hospital or Treating ER DR responsible?

Last year I went to the ER.I had SEVERE head pain that felt like someone was non stop smashing my head with a bat.I was dizzy,weak,blurred vision,sick to my stomach, and felt like I was barely conscious.I explained all of this to Dr.They did blood work then a spinal tap.They didnt numb my back 1st.Then in1hour my results were in.The Dr said my protein was 59 then told me to go home since it wasnt100,normal levels r under45.They didnt wheel me to the door or make sure someone was picking me up.While barely able to walk to the car I fell into my car from my dizziness. I just looked online last night SPINALTAP.The site says ''you must stay lying down on back for 8 hrs after procedure. Dr must do hourly bloodwork for those 8 hrs.and dr should keep patient for 24 hrs to monitor''Since this test, my head pain like that night comes and goes.This online site said that could happen if not treated properly.My vision also never went back to normal. This was April2006 but I just found out last night what the dr/hospital was supposed to do for me for after care. Should they be accountable for failure to give me proper after care treatment?I have no$to hire lawyer,I would need a No recovery No fee lawyer if hospital is responsbible. Thank You
