Legal Question in Personal Injury in New Jersey

Our back yard borders an apartment complex. People from there keep walking their dogs against our fence, provoking our dogs to play and bark. A lady doing this back there tripped and broke her ankle trying to catch her dog when our dog hopped the fence to play with the much smaller dog. Our dog, 12 month old lab mix, never got aggressive but was being playful. What can we expect to happen so far as a possible lawsuit from her. Is there a way to make the apartment owner fence or wall off his complex, so this nuissance stops?
