easements
A utility co. has an easement to access its power lines. The road that the easement is granted for lies on public land open to recreation. does the utility co. have the right to restrict access to only its vehicles if the state says the land must be accessalble to the public?

It depends on the easement. Most power line easements do not grant the power to exclude others from the easement area. Some do. To tell, it would be necessary to locate the deed of easement on file and read it.
