Legal Question in Real Estate Law in New Jersey

Hello,

I live in a condo with four apartments and I am the treasurere of our condo association (self managed). One owner in our building hasto shortsale his unit. he has not paid any maintenance fee since the short sale process began about 8 month ago. We were told that the outstanding fees will be paid by the lender upon sale. But we will not be able to renew our flood and condo insurance without the maintenance fee from this owner. Does the condo association have any rights to get maintenance fee paid prior completeion of this shortsale? The property is located in New Jersey.
