Renting Home, yet have no CO

My mother and I are renting one floor of a duplex. We have been living her for 3 weeks now and have yet to recieve a CO. We have been asking and asking, but keep being told that the woman who has to get it from city hall, has yet to. In order for my brother to get to and from school, we need this CO for a bus pass.. Is she allowed to hold this from us, and what can we do in order to get it? We have already said that we are taking $250 off of the rent for this month in lew of inconviencing us by having to drive my brother back and forth from school, interrupting both my mother and myself at work. Please help me make this happen faster.

You can check, anonmiously, with the building department in your town as to the status of the inspections necessary to issue the CO. I suspect she has not applied (maybe the unit is illegal). If she has not applied you should inquire why she didn't do it yet. On rare occasions, inspections are backed up and can be delayed.
