UCC 1 filings

What is the time requirements for a contractor to file a UCC1 lien on a property. For example, they put in windows and their contract states that only jobs over $5000 require this UCC1 lien but they went ahead and filed one anyway but the job was completed 3/9/03 and the UCC1 was filed 8/4/03. Are they over the 120 day filing requirement? Isn't this illegal?
