This conflicting information on the ticket is not in itself grounds for dismissal of the ticket. There is other evidence to show what the true speed your brother was going was. Either way, 70 or 75 MPH in a 55 zone, they are both 4 point tickets. If your brother goes to court alone, the prosecutor may agree to change the four points down to 2 points. If your brother goes with a lawyer, he most likely will be able to get it changed down to a 0 (zero) point ticket. Ticket will not be dismissed, in all probability.

New Jersey is not a hypertechnical state.

I am somewhat puzzled about there being two notations as to speed because on the uniform traffic ticket used in all of the municipalities in New Jersey there is only one space provided to indicate the speed. The second notation must have been made in an inappropriate place on the ticket.

As the other attorneys have said, you cannot get the ticket dismissed because the cop made a clerical error on the ticket. Your best chance of dealing with the ticket may be to get an attorney to try to work out a good deal (0 points) or fight the case if it comes down to it.
