Failure of parking authority to turn parking ticket into court

I was issued a parking ticket. The municipal court has no record of the ticket almost three weeks later. The appearance date is now only 2 days away. The clerk stated that all tickets must be entered into the court system within 48 hours of issuance. What happens if a ticket is not given to the court?

Additionally, the statute on the front of the ticket does not match any of the violations listed on the back due to a typographical error, does this matter?

Please point me to any statutes/ordinances which would assist me in this matter. Thank you.

My advice to you on this would be to just go to court on the day in question and tell the judge what you have written here. He may very well just dismiss the ticket. If not, then he will order the clerk to enter the ticket. If it has some statute number handwritten onto the front of the ticket then it may not be a parking ticket, but may be an actual traffic violation.
