Legal Question in Traffic Law in New Jersey

Pulled over in Newark for a 23:3-1 ticket does this have points? I was told by the officer that "I made it as a no point fine" but when I get to court the prosecutor says it's 3 points. I plead not guilty to speak with the officer in 2 weeks. Does this ticket carry points or is it a fine?

It is a municipal ordinance violation which, when reported to the Motor Vehicle Commission , translates into a 3 point ticket under the New Jersey statutes.
