Executor sold estate without other beneficiaries consent

Can an executor sell an estate without other beneficiaries consent? My mom gave us a copy of her will a couple of years ago which specifically indicated that upon her death,none of the children could sell the estate without consent from all the beneficiaries. Yesterday (6/18/07) I learnt that my brother sold the property a couple of months ago and placed the money in a fixed deposit account. He refuses to divulge any information. We live in different countries.Do we (my sibling and myself) have any legal recourse?
