my father died and he owed on a credit card is there a life insurance polocy on those credit union credit cards that pays off the balance and pays something out to my mother

There may be, but the answer you seek is at the credit union. Call for a customer representative who can check your deceased father's account to see if there was an insurance policy associated with it. No one else has the necessary information to answer your question.
