self defense against a domestic animal

My neighbours dog threatened and attacked me and my family, on several occassions. How is the owner responsible? Can i file charges against him? If so what can i charge him with?

Your best bet is to call animal control and let them handle it. Every person has a legal right to use reasonable force to protect him/herself and family. There are ordinances against vicious animals. Check with your city attorney's office.
