my father in law is giving and spending money on my mother in laws nurse, she has told him every pity story in the book and he has fallen for it, she has been able to swindle thousand out of him. he has a sound mind but clearly this woman is using him and he is falling for it. is this against the law

If he is mentally competent, and spending his own money, then there is probably nothing you can do. He has a right to spend his money any way he wishes, even if it appears foolish to you, if he is, as you say, of sound mind and the funds are his.
