Legal Question in Banking Law in New York
Is it legal for someone I wrote a check to, to alter the "memo" by either crossing out or adding info.

The memo section is not part of the negotiable instrument, it is part of the record. So if the record is being altered, i.e. for one thing and not the other, there may be an issue if the purpose of the check is challenged.
