is it legal for kids 14+ to open a business such as a martial arts gym in new york

As a Franchise Attorney I can say this. A minor lacks legal capacity to enter any contract, so that would be a major stumbling block. The kids would need to act through an adult, probably by forming a corporation or LLC with an adult. Consult with a good business or franchise attorney in your area for specific advice.
