I play in a rec hockey league in ny state and got a penalty that was a questionable call to begin with now the organizers of the league sat I have to pay a $100 fine or my whole team can't play. Do they have any legal authority to do this? I never signed any kind of agreement stating I consented to this.

Yes they can if the league Rules say so.
