Legal Question in Credit and Debt Law in New York

I have an Order to Garnish Wages of a Debtor (from a judgment). I've collected some monies through the Department of Finance, but the debtors Employer has failed to respond to the states "NOTICE OF DEMAND". What do I need to do to bring proceedings against the employer? Are they liable for punitive damages?

The Sheriff or Marshal is responsible for an income execution. If the employer fails to comply with the levy, you may have to file a turnover order or commence a separate action against the employer. I have never heard of an employer being liable for punitive damages.
