Legal Question in Credit and Debt Law in New York

Personal Loan

In Aug 02, I had a meeting with a man that I met through my wife in Manhattan, in hopes of getting him involved with our business at that time of selling financial instruments and Insurance for Primerica. Peyv, our regional VP was stationed in PA where he invited us all to attend one of our PA rally's in mid Oct 02. This man attended where he asked me and my wife for a loan to participate in the organization as to pay the registration cost, since he had prior insurance experience. We gave him the loan of 199 dollars through a charge on our credit card, due to the fact that my wife knew him personally. In front of a few witnesses, he agreed to pay us back. That was the last time I heard from him. Its been close to a year since we talked and I have no idea what's going on. What exactly would I have to do civilly to get my money back? I'm having a very hard time getting in contact with him. He lives in Stroudsburg, PA where we had hopes of him working in NYC. I live in Brooklyn, NY. Our VP is in State College, PA, where we were conducting business under him in NYC stationed in Manhattan. The headquarters of the entire organization is in Atlanta, GA. What steps do I need to proceed to get my money back?

The easiest way is to bring a claim in small claims court. This is done in the state and county where HE is present (live, has some sort of address).

If your friend in PA will help you, it should be easy. You may not have to show up at all.
