who do I report a law firm to that is not doing what is promised for me. I believe their debt management program is nothing but a scam.

If they are attorneys you report them to the state bar association. if they are NOT attorneys you can make a complaint to the better business bureau, department of consumer affairs and the attorney general's office NY STATE. This assumes you are dealing with a NY entity. If not I have no idea...
