Legal Question in Criminal Law in New York

Is there a law against photographing minors in their undergarments? I know of a NY photographer that photographs minors in their underwear. I think it is wrong. I am not sure if the parent consented or not. I do know he does partial nude photos as well, but I am not sure if any are minors. Are they allowed to do so with parental consent? Gosh, I hope not!

Yes, there is both a state and federal law against this. Report it to the police.
