Legal Question in Discrimination Law in New York

Pets in condos...

Our newly elected board has recently changed our building to a pet friendly building to a ''no pets allowed building''. Becuase of this, the are requiring pet owners to take the service elevator and use the service door while entering and exiting the building for dog walks. Is this legal?
