Yes. They just need to be familiar with NY Limited Liability Company law.

It's really a non-issue, as anyone can technically prepare these contracts even regardless if they are or are not a licensed attorney period. The benefot of having an attorney licensed in the state of your incorporation simply then becomes a closer knowledge of the law which governs your company...
