If my child attends a commuter college, with no room and board costs, yet chooses to live with me during the school year, how does this impact my child support obligation?

Child support may be reduced for room and board but not for tuition. On the contrary, you can file a petition in the family court asking that the other parent pay a portion of the college tuition costs.
