Legal Question in Family Law in New York

In my divorce settlement I was awarded a portion of my wifes Pension Plan.

I had hired an legal Aid Lawyer and after the divorce was finalized and he sent me the divorce decree, that was it! I never received a copy of the settlement or ever heard anything about it from the Pension Fund!

I wrote my Lawyer a letter asking about why I never received a copy of the settlement agreement and all he sent me was a letter telling me to pay his Bill.

Can he hold those Court papers and hold up my settlement until I pay him in full?

His original answer was that he was still waiting fto receive the Court order, then send them to me, then I am supposed to send them to the Pension fund and then they give me a check.

But that was 6 month's ago!!!

Any advice as to what my options are would be appreciated. Thank you.
