What is the procedure to obtain personal property that someone won't return?

Which court you use depends on the value of the property and your county of residence.

More than $25,000, Supreme Court of your county. Under $25,000, it could be City Court, County Court, or District Court, depending on what your county has.

Two different bases for relief. If you want the property back, you sue for "trover." Trover is not a dog. It's a cause of action. If the property is gone or you only want its cash value, you sue for "conversion." The law allows you to plead both causes of action simultaneously.
