settlements

If someone stated they would settle in front of the judge and they did not sign anything, is there any way to back out of the settlement if the party changes their minds?

If all the terms were clear when they agreed to settle, then the court might hold them to their word one way or another. But if they only said they would try to settle, then that isn't binding at all beyond "trying."
