Legal Question in Immigration Law in New York

If a 12 year old child enters the country by visa with a parent and are now illegal immigrants because they overstayed their welcome, can the child in any way become a U.S. citizin?

No. A minor child can become a resident and then a citizen if his parents are eligible for certain immigration benefits. However, from your post, I don't see what they can be eligible for.
