Legal Question in Immigration Law in New York

I applied based on my three years marriage to my us born wife and after everything went fine, now they saying they send me a denial notice in July,2010 which I never received and just to tell you, they asked for a second interview with three different documents of which we had one availabe but i provided a lot other documents and even the IO said as long the marital union is there you would get your oath letter within one two two months.But now after talking to the 800 number two different day they send me the FOIA form and I did mail it carefully with notarizationa and an explanation letter. now my question to you knowing the fact that i might did not have two required documnts and they denied, but can i apply for standard five years or how long it takes to get a copy of my denial letter that i never received in my apartment mail box, from the NRC, USCIS? please answer me and help me..
