I want to Marry My Friend Whom is not US Born But Live On Section 8...How Can I Process For that Person??

You should process in a standard way: by filing an appropriate petition(s) with the USCIS, paying the filing fees, etc.

Depending on whether your friend is abroad or in USA, the process is different.

If you income is below federal poverty guidelines (as often is the case with people living in Section 8 housing), then you will need to find a joint sponsor.

Assuming that this will be a bona fide marriage, and that your friend initially entered the U.S. legally, all sponsorship paperwork can be filed concurrently, thereby allowing your friend to adjust status in the U.S. and to become a permanent resident. You will be required to file affidavit of support, but if you are not employed full-time, another individual who is a permanent resident or U.S. citizen can independently file affidavit of support.
