Legal Question in Employment Law in New York

Employee Rights

Can an employer mandate that an employee use his own cell phone for work purposes? The employer is willing to reimburse $25/month, but the employee is a technician and that amount will not cover the expense as he must contact the office prior to every call he does. A $25 plan only allows for 20 minutes per month and free weekends.

Thank you for your help.
