Can an ex-offender be employed as a paralegal? Yes.

Is an ex-offender barred from this position forever? No.

Can he get his rights back and be allowed to be employed in that kind of employment?

This is too broad a question to answer on this forum and without detailed information as to whether the employment sought and the past conviction are rationally related. For example, a person with a convicted for a sex offense relating to children can be barred from working as paralegal with a lawyer employed with a child protective services but not necessarily so with a lawyer practicing securities law (e.g. SEC; FINRA: NADAQ etc.). Restoration of rights in NY begin with certificate of relief etc. etc. from the Dept. of Corrections.
