Gratuity Distribution

Who decides what a restaurant waiter must tip out? Do front waiters get a percentage different to the back waiter? Is their a law that regulates tip pools in restaurants?

So long as no employee ends up with less than minimum wage and so long as no collective bargaining agreement or employment contract is violated,there are no other individual laws regarding the distribution of tips.
