Overlooked for Promotion for unqualified candidate

I was promised a promotion at my job for a position that I am more than qualified for. I have been in similair or even higher mgmt positions over the past 10 years. A position has begome available, one that would fit the promise my supervisors have made. I was told now that they would be crazy to give me this position, and that there is no way I am qualified for this position. The kicker is they gave it to someone who has absolutely no experience at all at this level. They promoted an Sales Rep to a Sales Manager, when I had been a Sales Manager OR ABOVE for the past 10 years. It seems personal. I would put my resume and past work history against any other manager, Director, or even GM/VP in our New York branch with confidence, and I have the Senior level VP's at past positions to back it. What do I do?

Do you believe the reason for your company's failure to promote you was discriminatory? An employer can exercise discretion in numerous workplace decisions, including promotions, unless of course the company's discretion was based on discriminatory motives, e.g. race, color sex, disability.
