What rights in the public sector under the WhistlerBlower law dose one person have? Background info, under private business like a CPA firm where other unlawful action have taken place.

Start with the federal agency that is responsible for handling this law. Different ones have different procedues (EEOC run differently than ERISA complaints). Know if you have pre-requisites to suit. I cannot say much more because I don't know enough about the case to tell you much more.
