Is it legal for an employee to change another employee's time on the weekly timesheet without their permission?

There is, however, the possible issue of falsification of time & attendance which is a cause for involuntary termination of employment. The changing of your time sheet by a fellow emplyee is an issue that should be addressed by managment.
