Legal Question in Landlord & Tenant Law in New York

I am 64 years old and have vibrations in my apartment so bad that i cannot sit or sleep in my bed. No one believed me so I had to have a company come in and put sensors for three days. I have vibrations all day from two different motor sources. They are consistently perceptible and are over 0.015 the bedroom is almost 0.050. Constan texposure is hazardous to my health. I am so stressed that I am on medication and under a doctor's care. Took the landlord to court to solve the problem was told that it is not a VIOLATION. Can I go to small claims court. Landlord has really done nothing to help me. I know almost 90% that it is my neighbors. It started after they moved in. I had lived there 10 years already. If I put glasses of water all over my house they all move and sometimes spill over. Can I call the police and let them see and try to get the neighbors for harassment. I really feel like I am heading for breakdown. I have even bought all kinds of anti vibration mats. Nothing helps please help me.
