Legal Question in Medical Malpractice in New York

Is it legal for a doctor/physician to sign a physical exam form for a child to play sports - without examing the child at all - let alone having ever even seen them?

Insufficient info. However, it might be allowable-he may have based his opinion on other reports. I personally would advise a dr client to never do this, however. This doctor is opening him/herself up to a lot of medmal exposure if something goes wrong.
