Legal Question in Personal Injury in New York

Good afternoon, I work in a small office of approximately 20 people or so. We have been playing the lottery for $9 amonth for years now. When it goes up to large amounts someone collects and extra $1 or $2. If someone is out of the office or does not have the $1 or $2 dollars that day and the group wins would they be excluded from sharing in the winnings even after participating for years and paying the standard monthly amount of $9 already?
