Adverse Possesion

How do I record a deed to a piece of property with a house on it that was bought by the State of New York 6 years ago to put in a bike path (which they did) and now the State of N.Y. and the previous owner both say they don't own. The house has been vacant for 6 years and is off the tax rolls.

You cannot "deed" the property if no one is willing to sign a deed. Instead, you would have to commence an action in Supreme Court to quiet title on the property.
