As Is clarification

My landlord says that because I took my apartment as is that I am responsible for any damage that may have occured from the previous tenant. Is that true?

No. Under the statute of frauds you are not responsible for another individual's debt unless it is in writing and signed (by you).

"As is" apartment means that you are taking the apartment - as is. You cannot complain that the toilet leaks, the carpet smells or the paint faded, etc.
