Legal Question in Traffic Law in New York

After talking to TVB employees, talking to about 8 state troopers in 2 locations including Troop L HQ I have come to the conclusion that they are all liars and grifters. After the run around and finally talking to a state trooper that acted apprehensive and put his hands in his pocket to tell me I could not serve any kind of subpoena for discovery to them because i'm not an officer of the court and they don't have the records there anyway. Apparently they are all stored upstate in Albany.

I sent a letter to the Albany NY records department as the state troopers suggested, the reply was "There is no pre-trial discovery in Uniform Traffic Ticket cases in New York State, you can obtain it through FOIA only".

I have been in TVB infront of a Judge with an officer that did not have the legally required documentation to prove the case however both the judge and the officer said they are not required to bring it unless they are subpoena'd.

My question is how can I compel/subpoena them to bring the calibration charts, training information, proficiency records, etc. to the court in a way that will allow me to ask for dismissal if they don't have the required evidence as per New York State law.

The best way would be a so ordered subpoena. You can also file a FOIA request as suggested
