Duties of an Executor

Can an Executor, who is not an heir, of a will unilaterally accept an offer on the sale of a house without consulting first with the three heirs who are the beneficaries of the sale of the house?

As long as the executor is not acting in bad faith (self dealing), the answer is yes.
